So that level of Magic Terraforming your envisioning is simply not realistic unless your playing World Crafter. Or at least that's how I see things, you guys do you. Later game: more vegetation, better machines & new ressources, possibly more rain, no need to buy water anymore, farming easier. Then we as buildr and MC are supposed to help make things better, by finding and building tech, and by helping the mayor with her vegetalization project, maintaining the oasis would make water less and less of a problem throughout the game.
